Micro stuttering without FPS drop

Hello, I decided to ask for your help with my ingame problem. I am experiencing micro stuttering without FPS drops. I usually have around 120 - 60 FPS outside the cities but I experience small 0,1 sec long micro stutters when I run through the locations.

I tried some things already: Reinstalling game, updating video and audio drivers, turning all graphics settings to low, turning vsync and tripple buffering on and off in catalyst, trying D3Doverrider, turning frame limiter on and off, running memory test and HDD test, checking my CPU, GPU, motherboard and HDD temperatures, setting audio quality to CD (lowest). My game recognizes my GPU well. I also tried switching memory sticks to other slots. I checked my background process, did disk defragmenting and virus/adware/spyware scan.

EDIT: I tried running Radeon Pro but it made no changes.

Stutters dont occur in any other game I play - Guild Wars 2, SWTOR, Battlefield 3.

My pc: AMD Phenom 4x 965 Black Edition 3,4 GHZ
Ati Sapphire HD 6850
8GB ram
HDD 640GB Western Digital
650W OCZ power supply
Windows 7 64-Bit

Please lets avoid judgements about how AMD, ATI and OCZ sucks etc.. I never had problems with AMD, ATI and OCZ before in any other games so I dont feel like switching to Intel, Nvidia, Fortron.

Yeah having the same issues in certain places in certain zones aswell on my 6870 and I've seen people with 7850 and up have the same issues. Soth Shroud riding west from quarrymill, I get serious micro stutter at the bridge. It's most noticeable in fullscreen mode, barely noticeable in max-windowed at 60 limiter. It's still not an issue with the cards or anything like that, it's purely a bug due to lack of optimization within the game.

I've had no similar issues in other games except in the BF4 beta, however those problems are gone as of two days back, since DICE patched their game quite quickly.

I assume this is what needs to be done by SE aswell, since the fps is steady in the Black Shroud areas but there is sever micro stutter. I cant recall seeing it in any other zone.

I do not believe that they are going to fix anything like this. Yes, people are always naive about game companies fixing things like this.. after year they get over it and just play with stutters.

There are some people who fixed their stutters with some kind of computer woodoo and I think that is the only way to go for me. Sad thing is, that things which worked for some people, do not work for me and God is my witness that I tried moogleload of computer woodoo. I am doomed to have micro stutters with 60 - 110 FPS outside the town (depending if I turn the frame limiter off or on). Now, I am going to mourn about my pitiful situation and hope that some generous soul will give me some valuable advice.

In game lag is a feature, and is working as intended. SE has no plans to acknowledge this issue, much less fix it. This issue has been going on sense official launch, and has only gotten worse over time.

Could be a vRAM issue, recommended is 2GB. Still, I've noticed that the degree of stuttering varies from day to day, so it could be server lag from SE's end.
