This is correct. Even at launch, we were not recruiting, and I said as much in a tongue-in-cheek way. We already had enough members from our community site.

I haven't logged in since yesterday night because I had to work, feel free to purge me from the FC as this level of inactivity is clearly problematic and gets in the way of maintaining a functioning FC.

I've read it quite enough. To be honest I stopped when they was going back and forth with other people. I see no reason to expand the FC limit. If they are doing what they say they are doing then the limit should be manageable.

Short version: we're all members of the same website, and we like to play games together. There are over 800 of us between main FC and overflow FC.
