The pages aren't all the same length; it's more like 200, 200, 112. Page 3 is half the length of the other two.
I don't mean to be rude, but 512 is a lot of people. If you consider that the max online at a time for a server is like 7k people, that could end up being 14% of the server pop in your FC. This isn't WOW (1000 cap) where there could be 15+ thousand people on one server at the same time or more. I just can't fathom how 512+ people can be in one FC that isn't chocked full of me me me whiners and eltists or leeches.
But mostly, I think that 512 is high enough that dev's can spend their valuable time working on more pressing issues, like releasing housing, fixing game breaking bugs, banning rmt without taking innocent people's gil, etc etc.
I almost want to reroll on OP's server and join that FC just to see if by some miracle they maintain some sense of order with that many people. I would be truly amazed and that server might have the best community of any of them if they actually make that work and keep everyone getting along.
There's 16 who haven't logged in since the weekend/tome reset ("4d") on the bottom of page 2. More than half of the FC has logged in within the last couple of days, and this is immediately before people who can only really play on weekends log in.
Things happen but we enjoy being together because we are by and large chill and work well together. We are from a group of people who are rather infamous for their ability to survive as a group in EvE online, after all, and a game like this that requires cooperation doesn't give us much reason to fight with each other.

Here's the part you're missing: we're not some randomly recruited ball of average MMO players; we're all from SA, meaning we're already a community. It's really not hard to keep it all together, because we're already together outside of the game.
(side note: because of this, you can't even join the FC, unless you have an SA account in good standing)
It seems very clear from all of the demands of proof, and then rapid goalpost shifting, that many of the people opposed to our polite request for a larger FC have no reasonable opposition that a game developer would take into consideration.
All of this waffling about "You don't have that many members" into "You don't have that many ACTIVE members" to "Well, your active members don't meet an arbitrary ratio that I personally find acceptable" is very silly, and quite childish. I hold nothing against anyone with a personal vendetta against our community, but to attempt to silence our valid concerns over it is quite shameful.
Not only this, we have substantial diaspora spread out trough other servers that want to jump into the main guilds server once transfers kick in. 512 slots, even if we prune them constantly, just isnt enough.

I don't see an issue with their request or their need to validate activity. They have a large majority of active players as I witness myself daily. Since they want to expand and combine FCs for the future, that is the only reason I personally made the suggestion to transfer to a lower pop legacy server. However, from response they are happy with Excalibur.

This is true. And we also frequently weed out the inactives. My husband and I went on vacation for a week and were kicked from the FC to make room for more active members. It actually really sucks to not be able to communicate easily with your guildmates, it wasn't fun to be out of the loop. It was about two weeks before we had enough inactive people for both of us to get back in.
At least in other games you could set up a privat chat channel, or something, as a way to communicate with large groups of people.
