Cannot talk to Hahasako for quest With the Utmost Care

Steps:

1: I collected a corrupted crystal in the warded pot.
2: Quest updated, instructions say "Present the corrupted crystal to Hahasako." Return to Hahasako, who has a quest marker over him. When trying to talk to him, conversation will not initiate. Camera shifts slightly to center on NPC and controls are greyed out, but return momentarily and the quest does not progress.
3: I tried using the quest item directly from my inventory with the NPC selected, receive "Invalid Target message.
4: I tried logging out and back in, there was no change.
5: While trying to interact with the NPC, approx. 12 other players came to talk to him, and also could not initiate the conversation. All were on this same point in the quest.
