I think it was more that beta servers couldn't stay on w/o crashing so they had to release the full client too help fix it, they also had a date to worry about making. Beta has alot of bugs and server stability issues. From what was said, and stiff SE released in prelaunch. They had to take out and hold off alot of stuff to keep the servers from crashing.
