Just wondering if we have any confirmation on item level requirement for dungeons is implemented, will it be done by main weapon only or will it be on all gear. If it's the first then I hope they reconsider it to be a cumulative item level.

I think it's weapon based only.
But allow me to stretch your idea if I could.
I think there should be item lvl requirements before you go on in a certain dungeon. Like prepare yourself before entering that way no one can complain.
But I'm just one man thinking of this who knows if they'll ever do it.
I hope it's an average so that people who are in AF + shitty level 20 accessories who bought their relic won't be able to use the duty finder for Crystal Tower and such.
It's for all gear, they said there will be a gear score displayed that shows the avg item level of your items in 2.1
Well if that is true Zumi that is great news, like what Vantwan has said under geared people with a Relic weapon is only going to make the crystal tower impossible.
Seeing as how attaining higher level accessories later on is restricted to the few quests that have them, the market board, or farming the same dungeon for hours/days just to get all of the accessories you can use, I'd say not counting accessories would be smarter until you can obtain darklight gear. It also wouldn't be as bad if the accessories offered by GC's were better, and weren't so spaced out in levels.
ilvl requirement is honestly useless, from past experience from MMOs it's the very bare minimum for a good group to clear the dungeon. For the average/below average group, the required ilvl would be slightly higher than the requirement set by the Devs. However it does prevent people who expect to be carried without ever changing their gear and using only the stuff they found along the way to 50 from queuing.
Therefore those who are worried about being locked out due to the requirements, I don't think there would be anything to be worried about.
