Darksteel isn't what you want unless you have someone who can make it for you. You want the Darklight Kite Shield, from Tonberry in WP. You don't necessarily need it, but it's a great shield for completing the primals with as the block rate and block strength are even. You could also get the Cobalt Bladed Lantern Shield but that also needs to be crafted and is still a bit expensive on the MB.

Just get DS from WP, or Relic.

This isn't really an "or" thing. If he's got a level 42 shield, that means he doesn't have the Relic shield. Which means the choice between DS Tower and Relic... isn't really of his concern atm. Unless you meant DL, which is even worse since Relic is insanely better.
