Bouillabaisse is a level 50 recipe, so you're going to have to level Culinarian a bit before you can make it...

Various fish have various uses. Culninarian uses some to make fish dishes, others to make bait balls. Some are used by Alchemist to make various items. Coral is used by Goldsmiths, mostly. And some aren't used by anything and you just sell them to the Vendor NPCs.
