    WAR on the other hand doesn't scale. The amount you self heal is the same for easier content. So what needs changed?

    Probably better scaling the self healing to keep the Warrior tanking method. Problem is how would you do that?
    Simple. Warrior abilities just need a small static healing component, and a dynamic restoration heal based on damage taken. For example:

    Inner Beast will heal 100% of damage done, down from 300%. But additionally, Inner Beast will also heal, say, 40% of damage taken in the last 5 seconds (2 GCDs to allow time to react).

    Obviously, these numbers are not final and can be tweaked, but the idea is there.

    How would that help anything? That is still a static mitigation that scales with warrior stats and not mob damage.. It would be the exact same thing as it is right now, just based off of max hp rather than damage.
