How come whenever the Community Rep replies its always about how they are not going to change an issue that the Community has. It seems like the community has valid points but Square does not listen.

Probably because the things that they will change require discussions among devs, development, implementation, etc. that they don't want to say, yes we will do this, without knowing for certain. This makes a no, no change will be made response quicker to obtain. Would you prefer they just don't tell us when things won't change so we continue to whine? (Not that people stop whining as it is, this being a gaming forum and all)
Because not everything the community wants needs to be changed the way the community wants it.
I think to community reps and devs are doing an awesome jobs thus far. I, along with others of the community, have got exactly what we asked for. Some of us were against nerfing fates, so they said they aren't going to nerf them. Some of us said Dark Devices spawn farming wasn't a exploit, they clarified that Dark Devices spawn farming wasn't an exploit. Some of us thought warrior were fine and nothing was wrong with them, they said Warrior were fine, l2p etc. So far some of the community has got exactly what we wanted!
Use the Dev tracker and you will find that there are indeed things that community reps talk about changing.
Do you really think the devs can immediately bend to the whims of a few people on the forums and magically change the game overnight????
The community reps responses explain why the devs chose to do things the way they did them, and they explain how the devs can work to implement our feedback in the future.
That in itself is a huge step forward.
Everything the devs do is the result of careful planning and a ton of expensive, hard work. Do you have any idea how much money and time goes into game development?
Anyway, if they suddenly decided they were going to immediately implement just a fraction of the mostly shitty ideas on this forum, the game would fall apart. Lots of ideas that people pull out of their asses here sound good on paper, but would actually fuck up the game in reality.
Gods, you people are EMBARRASSING.
