Still waiting on a more concrete answer for this. Anybody have some test results they can provide? We know weapons have an effect on the damage, as they should, but what about buffs and which ones?

ok, so i ran a test today
after adding buffs (heavy thrust + blood for blood of DRG), i saw no significant difference on the damage output
i usually use heavy thrust before unleash my LB, but if buffs do affect LB, it should give way more damage after i added blood for blood as it gives 20% damage increase
i think that the damage range of LB is kinda huge
you can deal, for example, 9k to 11k damage from LB level 2

I can confirm that Raging Strike does appear to increase damage on a black mage and summoner. Ever since I started using it in the beta my attack on LB seems to go up by 1k-1.5k although it can be random at times since the LB is odd with its dmg.
As far as I know its based on your group's item level. I'm not 100% sure if its based on the highest level person, or an average, my guess would be an average. Its a group ability therefore based on what the group can contribute to it. The weapon of the person using it has 0 effect to it, and neither do buffs. You can swiftcast it, but that is the only buff that I know of that affects it, and it doesn't affect the damage, just the cast time.

Raging strikes effect blm LB.

FatEraser just posted some testing on reddit. Conclusion: group's average weapon level or damage is the only factor on LB damage. Buffs don't matter, gear doesn't matter. There is some variance to the damage LB does, as with most other abilities.

From my understanding through testing and such. It's based off the group's average ilvl as far as gear (though admittedly weapon might have more impact), and buffs don't seem to have any noticeable effect.
Only buffers which have been proven to influence LB: Raging Strikes & Life Surge. So far nothing else works.
buffs & gear or position dont effect LB whatsoever (not sure about weapon). pretty sure its based off ur characters base stats. could be wrong tho.
life surge definitely doesn't affect it.
