Unable to proceed in Relic quest

After fighting and killing Ifrit, the quest tooltip told me to go to the Howling Eye and defeat Garuda. However I am not able to choose the fight from the Duty Finder.
I've spoken with the NPC Gerolt to check if I missed something but unfortunately I didn't. http://imageshack.us/f/197/g3zy.jpg
In the above link taken @ 23:19 CET on the 08/10/2013, you can see that Gerolt asks me to go to Garuda however the Duty Finder does not give me that option. So I am stuck with my relic.

I would appreciate your help in this matter.

EDIT: Honestly I am not sure, standing in front of it, but I cannot attune myself.

I stand corrected, I can attune myself to the aetheryte at Natalan...
I was not aware of a quest which have to complete in order to get access to Garuda.
