Sounds just like an orchestrated version of FFV's Critter Tripper Fritter to me with vocals - because that's exactly what it is, the traditional Moogle Theme from past FF games. The arrangement might have similarities to Elfman's track, but it's not a blatant ripoff. I think people are being too pedantic about it..
After all, SE are not that stupid to risk lawsuits - they changed the original 'Landing' track for the Dollet mission in FFVIII before it's release in 1998 simply because the track Uematsu originally intended for the scene was considered to sound 'too close' to the theme to the film The Rock after all, so I doubt very much this is a case of plagiarism, and more players looking for things that aren't there.
