I'd go for Featherfoot, Convalescence and Internal Release if you're dungeoneering at 35ish

Featherfoot and Convalescence are basically damage mitigation Cooldowns - You can pop Featherfoot at any time to take less damage (very handy on groups), and Convalescense makes any Healing spells cast on you more powerful (very handy on bosses). Internal Release makes YOU do more damage via increasing your Crit chance, which will lower the time it takes to kill enemies as well as increase your enmity generation and self-healing (Bloodbath, Storm's Path, Inner Beast!!)

Provoke is basically a tool that's used to immediately put you on top of the hate list: It's very useful if one of the Damage Dealers accidentally pulls too much hate, or if you are having to trade hate with another tank in an 8-man raid, or if you die and get rezzed in combat etc. It will not put you very far ahead though, so follow it up with an +enmity combo. it's also worth mentioning that Provoke has a very short cast time and a very long range- it can be more useful for "pulling" than Tomahawk in certain situations (e.g. Succubus pulls in Amdapoor Keep!)

Flash is used when tanking groups - unlike Overpower it can also grab enemies behind you, it won't break your combos and it uses MP not TP. In dungeons it can be handy for keeping hate on any slept enemies since it deals no damage and so using it won't wake them.
