I think I have read enough to comment on this.
The OP is dead wrong if they think Dragoons in FFXIV aren't Dragoons and has not read the lore and unique fact's pertaining to them.
Dragoon jumps are a technique that has been developed over thousands of years since the first days since the first Azure Dragoon. The Dragoon's, over the century's of their rise, have taken to the skies in a similar form as the Dragon's by using Jump's, feets of power that allowed them to leap the greatest of distances and smash into their foe's as they flew in the sky.
In-game, the lore equates to the ability's that the Dragoon's unlock. Jump's are characterized by their ability to emulate Dragon's in flight but being mortal's, it requires a fair deal of power to even attempt such an attack, thus why Jumps have such long cooldown times.

That's because you're doing it wrong lol. Don't mean to sound rude but jumps are meant to be in between attacks, not after. Use them as soon as they're available, don't hold them. Also you shouldn't ever run out of TP with correct invigorate usage.
In parties, jumping should only be done if its either to close gap, stun, AOE, or you've completely run out of TP and still need to do damage..
Yeah its cool, but it really bothers me when I see other Dragoons using it constantly instead of building up combos.. (spam attack!). Like wasting the AOE jump on a single enemy when you know there will be groups spawning shortly (CM)..
I think there needs to be at least be another buff type attack for Dragoons. The only thing going to Dragoons is Disembowel/Chaos Thrust and Phlebotomize..
I feel like if someone was making a party and they had a choice between a Bard, Black Mage or Dragoon. Dragoon would be the last one picked.
It's pretty easy to run out of TP in T8 if there's no Paeon halfway through.
you ll run out of tp in turn 8 if paeon is not up after the 2nd dread
