Working towards my Dragoon job quest and I'm a bit helpless as to how I can most optimally level my Maruader to 15. And how should I be leveling him after 15 with the lack of main quests? Spam dungeons?

Dungeons, FATE, hunting log (each class has its own log), Guildleves. Don't forget that as a tank you will have much faster queues than you would on your Lancer, and making sure to move up to a new dungeon once you hit the minimum level for it ensures you get good xp from kills inside. There may also be some quests in other zones that are available for you to do at low levels.
FATEs, Hunting Log, Leves, GuildHests (I recommend redoing Hests on every job, not for the experience points, but for the experience), dungeons.
getting to 15 is easily done through conpleting hunting log and the fates you run into when trying to conplete your hunting log.
as tank, u will get instant queues, and from 15 to 19/20 just run the dungeons (especially if you have rested exp).
the general rule of thumb is to burn urbrested exp through dungeons and fate ur way up, butbi personally did dungeons only until 32/33 because it was fun. at that lvl its time for temple of qarn, ans unfortunately most pugs wont be the most efficient groups in doing this one. cutter's cry isnt so bad, but at this statge, park urself at dragonhead to do the occasional fate if you are bored. cutter's cry gives some nice accessories.
after stone vigil opens up, run it for loot and you will be ready for dzamael darkhold in no time, which is easy and also has good loot. now grab ur AF and dobfatebin n thanalan and mix in aurum vale.
Just spam fates, you get an extra 50% exp for having a higher level class. That being said you can go to a different starter zone and do quests there too.
15-20 (aleport)
20-30 (quarrymill/southshroud)
30-34/35 (costa del Sol)
35-43/45 (Cortheas Highlands)
43-50 (N. Thanalan)
I am doing the same with the Archer class (I need my Black Mage!!) and it is much faster than what you may think. You'll reach level 10 easily, then you can start join few FATEs. The amount of exp points the FATEs give is simply ridiculous. Especially compared with dungeons. Which actually really pisses me off, because I ca't take 2 hours to enter one as a DPS.
When does the 50% increase to exp take affect? It takes affect as long as you have 1 class at least 1 lv higher than the class you are leveling? Right?Just spam fates, you get an extra 50% exp for having a higher level class. That being said you can go to a different starter zone and do quests there too.

Yep. Well, with the caveat that it appllies only to DoW/DoM classes. So long as you're on a DoW or DoM class that's at least 1 level below your highest DoW or DoM class, you get the 50% bonus.
Note: this is different than what the in-game help says about it. That says it's proportional to the number of levels below you are. Actual testing seems to show that it's always a flat 50%. (It looks like they changed their mind during development and one plan got implemented but a different plan got documented in help. I'm not certain which of the two is WAI and which is the bug.)
I grind fates while waiting on grinding dungeons, if I get bored while waiting either one of them, I will do class job hunting log or GC hunting log.
oh yeah, try to get in a party while you grind fates, chain exp is your best friend to level up the subs.
