I think you'll find that each dungeon has it's own instance server and queue which is shared between 4 servers. Your numbers are way too high. Each instance server should only have to deal with 32000 players at a maximum, and there's no way that limit would be reached.

In reality they should be able to pull some capacity off the other dungeons (anything below WP really) and assign the capacity to the high demand instances. Doesn't seem like they have the mechanism in place to do this though.
