Unable to hire retainer as 1.0 character

This is really the only problem I have noticed with that game that I would consider game breaking I have two 1.0 character and only one of my characters the one that has progressed through the storyline can have retainers while the other one says it unable to get retainer due to lack of doing stuff I'm assuming the storyline, but lodestone said that 1.0 players did not need to do anything to be able to hire retainers. As quoted below.

Hiring Retainers with Version 1.0 Characters
Unlike new characters, Version 1.0 characters can hire retainers immediately without the need to clear any particular quests.

I found another thread which suggests this is a known bug:

Unfortunately only SE themselves can assist with this so it might be worth replying to that thread if you can, but it sounds like that character won't have a tattoo on its back either (example here if you don't know what to look for).

If it doesn't try /lmark or /legacymark to see if it toggles on or even lets you do the command although sorry I can't really be of any actual assistance
