    Yes you can cast while rotating your character. In fact this is necessary at a lot of points. Take the first boss in keep. Randomly he will run to someone if they are out of range. By rotating you camera you can keep him in front of you so you dont get interrupted.

    As it is if a mob leaves your "front" for lack of a better way to put it your spell will be interrupted.

    You only get interupted if you rotate and stop "facing" your target, unless that is a heal, and even than this bug can happen.

    To elaborate I am not simply rotating my character willy nilly here. I have the key depressed so that should I need to rotate to follow a moving target I can.

    EDIT:

    I guess I should also add that I am not rotating at all when these mass interruptions happen, I simply have the button depressed.

    just did a bit more testing to disprove some of the earlier comments.

    Casting offensively or defensively the speed of "turning" is irrelevant. You can rotate back and forth as fast as you want and as long as you are still mostly facing the mob your cast will go off.

    Same for healing accept for the whole facing the target thing, don't need to do that there.

    The point of holding down right click is so you can follow a mob should it path and also keep your camera under control. An uncontrolled camera will kill you on demon wall as an example.
    It is not to rotate the camera for better viewing, but to keep it centered at your back, and also to turn and follow the mob.
