After a 90000 crash ... i got a access restriction to the dungon where i was

To Reproduce:

- Go to a dongon instance
- Got a 90000
- Restart the client after 3 attempts (unable to get server list for europe)
- Log
- Wait two time (server full)
- Register on the duty finder ... and see the restriction (9 minutes in my case)

=> Please correct ... don't apply restriction except if the player abandon the instance
