Seeking the Stateroom

I am having trouble finding the region of Noscea called The Stateroom....no maps show exactly where it is, the Black Shroud is as close as i can find. can anyone help with guidance from say the Bulwark Hall? or some well known landmark? thanks a lot.

The Messenger quest I assume?
Fly to Limsa Lominsa.
Take the lift to Bulwark Hall.
Across from where you are is Zanthael.
He is the NPC to access the Stateroom to speak to Admiral Merlwyb.

The Stateroom is Admiral Merlwyb's private chambers in Limsa Lominsa, so it's a special area not usually available to the player. You're on the envoy quest right? The quest should direct you to a roegadyn npc in a red coat in front of a lift that you cannot enter in the entrance area of Limsa Lominsa's lower decks (the 'Bulwark Hall'). Speak to this person and if you're on this quest he'll ask you for identification, in which case, hand over the letter your head of state gave you to access it. You'll then enter it automatically.

thank you all, actually i looked up side quests between 20 and 25 and saw two listed as being in the region StateRoom, one is Hunting the Hunters and the other is a Well Balanced Diet and it said on the list that the region was Stateroom, connected regions Black Shroud and Peasants Ward...so i am confused. I remember that mission to see the Admiral from when i was working on my Gladiator character, but that wasn't why i was seeking this. thanks for the help as always you both are very nice.
