Cheapest/fastest way: Homepoint in Limsa > Aethernet to Arcanist guild > 20 steps to ferry (100 gil) > 30 steps to Waking Sands.

I'm not sure why people don't simply use the above method. If anything, we need fewer teleport points, not more.
