It should be the same as all other mounts. I think?

Use it from Inventory, go to Action and traits menu and go to the mount tab.
Use it from there/link it to a hotbar.

Hit square on the item. Select use from the list. You seriously never noticed you can hit square to "right-click" things in your inventory? How did you use your other mount items?

Alternatively you could hit X on the item a few times and eventually I believe it is used.
