Minimum specs to get a solid 60 FPS on Maximum?

I built a PC this weekend...

    i7-4770k
    16GB RAM @ 1600
    Radeon R9-280X (the new rebranded 7970) & Catalyst 13.11b

I thought this would get me a rock-solid 60 field FPS, but it often hovers at 40-50.

I'm still at a point where I can return things. What should I improve to boost my FPS without turning off any graphics settings? Am I at the limit of my HW without overclocking? Do I not have something configured right?

    Thanks!

    What resolution?

I doubt a 4770k and a 7970/280X is enough for a solid 60Hz lock at even 1080p. The game is very CPU limited with lots of players on screen, so large fates like Odin are pretty much impossible to get near 60fps on max at a high resolution. Crossfire 290X would probably be enough for a solid 60fps at 1440p on max though.

My monitor is 1680x1050, but I'll eventually upgrade to 1080p. I'm running the game in borderless windowed because I hear that gives more FPS. I have Windows 7 Aero turned off.

I'd settle for 60FPS outside crazy FATEs.

Try an SSD. They can make a big difference. Monitor your gpu usage while playing and see if it's capped.

    MSI 670 oc pe SLI
    Intel x25m ssd

    2560x1440 60hz vsync on

Sometimes fps will randomly drop to 30-40 from a "solid" 60 fps

SLI is not working proeperly and usage is really low.

don't listen to the others about the game being CPU limited. I'd be surprised if you are getting even 60% usage on your card or your CPU. What is being limited is the game being on DX9 and not being able to take full advantage of new hardware. Best you can do is leave it maxed out and disable shadows when lots of players come on screen

Well SSD dont help loading times that much as with other games (like WoW for example where I got a 50% increase). Since all areas are instances and not much seems to be streamed from the HDD/SSD, I don't think it will help against what you're thinking about.

    i5 3750K @ 4.4GHz
    16GB RAM 1600MHz
    GeForce 680 SLI 2GB
    Corsair Force3 SSD

Playing at 1920x1200, Maximum, Vsync enabled, 60fps capped
Getting 60fps solid most of the times except during FATEs and while standing in crowded cities where the fps drops to 30-35FPS

yeah you probably want to run CFX or SLI if you're worried about getting 60+ at all times, and dont skimp on CPU get something good, a quality i5 or i7.

I'm running a Core i7 990X with dual 580s at 2560x1600 and so far im getting 60+ at all times as far as I've noticed, even during heavy fates
