    Anywhere in the Black Shroud, at any time. Roughly a few times a week. Generally a waste of time to look for, but if you're online, in the area, get there fast enough, and have a powerful enough PC you might see him or even survive it. You'll have to kill him a few times to get any of his gear, and it's all weaker than DL level gear I think.
