Anyone ever notice that it say it doubles the effect but you dont get anything close to double?

Yep, I've certainly noticed. So aggravating...
Hmm?
Condition Normal, making a Steel Ingot : Basic Touch, 100 Quality. Great Strides->Basic Touch, 200 Quality.
Condition Normal, making a Steel Ingot : Standard Touch, 125 Quality. Great Strides->Standard Touch, 250 Quality. Condition Good, Great Strides->Standard Touch, 375 Quality.
Everything seems to work here. Great Strides doubles the Quality given on the next successful Touch action, as long as the Touch is within the next three moves. Standard Touch is 125% better than Basic Touch. Good condition takes the Quality amount and raises it to 150%, and they are all separate steps (thus, 375 Quality on Good, its 50% more than Normal, and combined with Great Strides triples the total Quality).
Also, the numbers are based on your control BEFORE Inner Quiet. If you do Inner Quiet first, then 3 or 4 Touch skills, it might look like Great Strides only increased the Quality an extra 50 or so, when it's really doubling your initial control amount.
Same recipe and stats as before, this time using Inner Quiet first, Observing on any Good condition points to only get Normal.
IQ, Standard Touch : 125 Quality. Standard Touch, 141 Quality.
IQ, Standard Touch : 125 Quality. Great Strides->Standard Touch, 282 Quality.
Again, I don't see any problem with Great Strides. It works. Run some controlled tests for yourself.
Inner Quiet boosts Control, yes. Great Strides has nothing to do with your Control, however. What it does is takes the Touch action's Quality, and doubles it. If that Touch action came after 7-8 boosts of Control from Inner Quiet, then the Touch will be big, and Great Strides will still double it.
This is why in a longer recipe (70 or 80 Durability, a lot of Quality to put into the Quality bar) you want to use any Great Strides actions at the end. The Quality you add can get to be very large indeed.
