Requesting a GM call function similar to FFXI

This is simple. I want the ability to call a GM to check something as soon as possible.
If players were able to respond to player requests directly it would dramatically improve the ban hammer rotation.
Two reasons I'd like to see this.
First, I can't count how many time I've been out mining or logging and seen someone warping about. If a GM could respond to that call they could remove or "punish" that person immediately.
Second, I've now starting seeing people monster farming via warping. Again, if a GM could respond to a player and witness it themselves the problem could actually be solved.

How they are doing it now by "reviewing" reports is not effective. I reported a warp miner about 3 weeks ago outside Uldah. A day or two ago I saw the same person, now level 50, in Southern Shroud.
If it takes you more than three weeks to "investigate" these players then you are never going to make any progress remove them from the game.

Please take my suggestion.
1.) See offender.
2.) Call GM.
3.) GM responds.
4.) GM witnesses offender.
5.) GM takes action.

I know the work load would be heavy at first, but as you remove these people it would reduce the amount of people doing it. If SE was more pro-active you could surely almost remove all of these people.

I'd like to see a scorched earth policy.
I know they have a lot to deal with relating to RMT, but I really think this should be looked at.
