It's not entirely clear whether you cause additional emnity for over-healing (Some MMOs generate extra threat if you keep healing people to 100% and beyond), but certainly if you "heal" a guy at full health, the game will generate threat, just like if you healed a guy who was actually injured. This is why medica and regen are so prone to pulling aggro, regen heals a huge amount over it's duration, while medica's heal is relatively small, it is likely to hit every member of the party (thus multiplying the total heal applied by a factor of 4 to 8 people)
Regen shouldnt have any problem if the target keep getting hit and lost HP~It's a very small amount heal per tick compare to other ability. If healer get OT from this in the middle of the fight, it's 100% tank's fault.
