You forgot to mention in your post the fact that you were probably overhealing the shit out of the tank.

I thought they say enmity is proportional to the amount actually healed, not the potential amount... so cure1, cure2, cure IV is all the same if you only heal 50.
Emnity is proportional to the potential healing, not the actual amount healed. It's not entirely clear whether you cause additional emnity for over-healing (Some MMOs generate extra threat if you keep healing people to 100% and beyond), but certainly if you "heal" a guy at full health, the game will generate threat, just like if you healed a guy who was actually injured. This is why medica and regen are so prone to pulling aggro, regen heals a huge amount over it's duration, while medica's heal is relatively small, it is likely to hit every member of the party (thus multiplying the total heal applied by a factor of 4 to 8 people)
Regen shouldnt have any problem if the target keep getting hit and lost HP~It's a very small amount heal per tick compare to other ability.
