Can't watch Cut scene, help please!

I'm having a persistent problem where my game gets stuck in black screen every time I'm presented with a Cut scene not run in the in game engine (like the opening movie).

I have tried following the "fix" often mentioned when presenting this problem in changing "CutsceneMovieOpening 0" to "CutsceneMovieOpening 1" in the FFXIV.cfg file.

and while yes this did allow me to actually create a character and access the game it did not fixed the problem, it simply let me skip the movie, but the movie still doesn't work if i try access it in the main menu.

i ran into the same problem after unlocking the airship and being presented with another movie Cut scene, that i was again unable to watch. So now i have no idea whats going on, and I'm frankly worried a problem like this, that apparently many are having, hasn't been fixed yet, it outright blocks peoples ability to play the game without the pseudo "fix".
I have updated my driver to newest version and still nothing. below are my PC specs in hope that i may give clues to the problem.
