so might i ask where are you from ? cause i live in Denmark and have between 325-350 ms to the servers ..... but then again who would think of placing Eu servers inside of Eu that would be ludicrous right right ? -.-
Even the JP Servers show that server time so don't base anything on that. The NA/EU servers are in Montreal. The lag spikes have nothing to do with distance from the servers though and everything to do with the number and quality of the "hops" the connection makes between client and server which itself is completely dependent on ISP NOT SE's servers. This isn't something they have the power to fix. At least not easily.
Poland here. at Morning hours i have around 120 MS . When rush hours coming 300-400 ms.
but that's not the point. the point are DNS and ISP problesm. and massive lags , connection etc. and from patch to patch its just bad

I play from Slovakia, and I have all day long 106ms ping. From many traceroutes posted by players I seen that insane ping from EU is mostly caused by providers not want to share (peer) their infrastructure with others, leading to ridiculous routes. I have luck for a good provider, so I have pretty much straight forward connection directly to DC (bratislava>munich>frankfurt>amsterdam>london>liverpool>montreal) resulting in 106 ms total.
There are many game VPN programs which reroutes game traffic trough their network and allows you to decrease ping considerably (such as WTFast or Battleping but it is unknown, if SE tolerates such programs). For example (real one), when I play Aion US, I have ping 200-500ms, using WTFast I got it to 150-160ms (stable), which is still a lot for PvP ,but for PvE it is OK.
I can't tell if that programs helps FFXIV too, as FFXIV does not have any ping test inside, and WTFast reroutes just your game traffic, anything else is going by default route.
And yes, DC directly in Europe would be great, in evening hours in the server report often can be seen that almost all EU servers are closed for character creation, meaning they are full.

simple fix: cancel your account.
So i play from Poland and my ping on servers throughout the day doesnt go over 120ms. That said im suffering from those bloody delays and some lag spikes. You say quality of connection through hops? Mine is in the green all the time no packet loss no errors occasional Jitter thats about it.
As for P2P throttling its a common practice among Internet Providers its not like this has been introduced yesterday and its causing major breakdown in backbone networks.
I played also diffrent games where servers where in NA/Asia etc without having major problems so i kind of refuse to believe its suddenly everyone elses problem like SE says. Seems to me like their washing their hands and trying to sweep the problem under carpet.
Eu Datacenters in NA....says all to me.
