I don't see fleece bots in the Highlands on Coeurl...
Here's a suggestion for Fleece Hunters: Run Levequests that summon Ornery Karakuls.

I do. Not always the teleporting ones, but plenty of the ones that sit in one spot and target those in range. I've been working on botany, and in the range i was, i was going back and forth to the different fleece areas, and they were pretty obvious.
I don't mind fleece and diremite being rarer, if there wasn't almost a need to get them for leveling. Make them only for harder recipies, and put a botany resource in the place for leveling.
Just add a DoL that generates these. I've been meaning to post a design for it (Shepherd DoL, basically play monster rancher), and I'll do so tonight or tomorrow. It's a gap which is just too obvious.
I'm still a little confused as to why there are so few mobs in the games open world in general. Especially when it comes to the types that are significant to a crafts basic material. Tons of mobs that aren't very important (e.g. vultures/slugs/etc) but very few worthwhile ones.

There is a leve in Coerthas where one Karakul spawn after the other. They drop Fleece. It is also the second leve where you can get Pudding Flesh.
In 1.0 there was the normal Fleece and Karakul Fleece (black Fleece). The normal Fleece dropped only 1 sheep in the whole world. But it was possible to craft Fleece from Sheep Skin with a lv40+ Leatherworker recipe.

Boycott the fleece!

That would be ideal, sadly it will not work. Someone will buy 99 pieces for 50,000 gil and some will go to a RMT and buy the gil for the fleece.
What they need are more GMs to patrol the area. Four days after a report with the same bots is not good.
When I was a GM for EQ2, we were invisible near the heavy botted areas. Once we saw a bot we took the necessary steps to ensure they were a bot (in FFXIV..its a no brainer with their teleport macro). Once the bot was validated, we would transport them to our EQ2 Island Dungeon were they could not leave. Then we would do the paperwork to ban BOTH their account AND their credit card.
You can tell that FFXIV suffers from a GM to Server population ratio. FFXIV is sorely in need of GMs rather badly. They don't understand the amount of time can be cut in half if a GM was present.
I would even suggest that they entertain the idea of volunteer GMs (as they have in EQ2 and EVE and some others). This way they will have more manpower to observe these things.

For Deremite web we found a Leve that distributes Webs as a reward for completion. Is there not one of these for fleece?

the diremite for leves in Quarrymille was a saving grace for me.
Sadly, there are no crafting leves for Fleece. There is a combat leve that involves a few sheep but the current drop rate you may do it and get 6 fleece or none....and then you would have wasted a 70,000 exp crafting leve.
The best way to craft to 50 without spending 100 to 200K on fleece is stick to the crafting leves in Coer that doesn't require wool.
