Steps:
I completed the Ul'Dahn Envoy quest, then teleported, actually Returned, to Ul'Dahn, so maybe that broke the storyline chain, somehow.

Additional comments:
I can't get Call of the Sea, even though I've completed The Ul'Dahn Envoy. I think Bartholomew is suppose to give me the quest, but it's not available.

I'm almost level 22, now, and I'm running out of quests. I guess I need to get this storyline fixed or I might have a hard time leveling, because it seems I can't get dungeons.

Any help would be greatly appreciated.

I found the quest for this. The Serpent Officer in Old Gridania has it. It still seems like a bug, because the storyline chain got broken. There was nothing in my journal saying go see this person.
