BUG: Pet actions "Cannot execute at this time"

Broken Scenario Repro Steps:

1. Cast Protect.
2. While Protect is still casting, cast Embrace.
3. Error: "Cannot execute at this time."

Working Scenario Repro Steps:

1. Cast Embrace.
2. While Embrace is still casting, cast Protect.
3. Both spells cast simultaneously.

Expected Behavior
Pet actions should always have a separate cooldown timer, regardless of the order in which spells are cast.
