NPC Repair Discount for Leveled Crafters

NPC Repair Discount based on your crafting level for that item.
Repair costs don't go any higher then what the dark matter it costs to make it.

If you already have crafting job leveled to what the item level is you get something like 10~45% discount on that repaired item. (Didn't check the gil costs for darkmatter/repairs)

What this would do is anyone with bunch of crafting leveled could get huge discount from just letting npcs repair there stuff. Its samething as buying dark matter and doing it yourself but selecting all repair options at npc is much easier then having to gather the matter and switch crafting jobs to repair everything.

Dark Matter still good option if your not by Repair NPC. Was needed in 1.19 alot but not anymore it seems.

Could add a buff that lasts forever like a Character Trait you earn when leveling a class and swaps to any class your on.

NPC Repair costs for all Blacksmith repair items level 1-10 get 10% gil discount

Samething for every 10 levels.

NPC Repair costs for all Blacksmith repair items level 41-50 get 45% gil discount
