Is it a temporary problem that people in Duty Finder can't receive Tells from people outside (or even inside with them) a Duty Finder instance or Linkshell - or is it by design?

What possible point could there be to this, if it's by design?
To not get spammed during a raid, or harassed during a raid.
BS, it's not by design, it's a tech failure. They weren't able to get cross-server private chats working so they used an excuse. Yoshi-P said it's "technically possible" for it to happen, as though it's some great software engineering feat to have a feature that has been standard in every MMO since the dawn of time. If they didn't want you to get spammed in a raid, they'd give you the OPTION and would also disable FC chat. (If I'm getting a tell, it's PROBABLY from someone I know.)
I am pretty sure it is by design though. As you said yourself. It has been standard in every MMO ever made. They might fail with some things, but it is more likely they did not want this just like they did not want voice chat because people could feel uncomfortable than they being unable to do it, they have gone very long trying to make people not used to online gaming feeling comfortable playing this game. I have been taught that the most likely reason is most often the real reason.
It is not by "Design" notice how when you're in a duty, virtually nothing about you is displayed to the outside world? It's a tech limitation within their current system, nothing more or less.
