Two bard abilities are either not working as intended, or have incorrect tooltips

Two of the Bard job's abilities are either currently not working as intended, or their tooltips are incorrect. After thorough testing, I've discovered that both Battle Voice and Foe Requiem do not do what their tooltips say they should do.

- Battle Voice -
Says: "Doubles the effectiveness of all songs."
What it really does: Doubles the effective of a bard's songs on all group members other than the bard.

- Foe Requiem -
Says: "Reduces all enemy elemental resistance by 10%."
What it really does: Increases damage casters do by ~15%. It boosts the damage of unaspected summoner spells like Bio and Miasma, but it does not boost the damage of elemental attacks like Windbite.

For both of these abilities, either they are not working as intended, or their tooltips need updated. Thanks in advance for looking into this problem.

Good stuff. There's too little attention being paid to the accurateness of the description of the mechanics in this game. I suspect lazyness and translation problems being the cause of this.
