Keepers tend to be found throughout the Black Shroud. Lore-wise, they don't tend to form tight-nit communities like Seekers do and are more like loners (or only with close family). Seekers are numerous in both Southern Thanalan and Limsa Lominsa. Gridania would be the closest place to a Keeper sanctuary, but they are still few in number due to Keepers being disliked by most of the other races living there.

Most races are more active during the day, which they share with Seekers and can relate to. Keepers, being nocturnal, are probably misunderstood and don't really get as many chances to "interact" with the rest of the races (being they sleep most of the day). They also use the shroud as their hunting grounds due to the large amount of animals there, but because Gridanians have a profound respect for all life, they are not fond of Miqo'te over-hunting all the wildlife and have grown to despise them for it.

Well that sucks... barely started and the NPC's hate me.
Actually, Forgotten Springs is the home of the U' clan of the Seekers, there are still 25 other clans that are unaccounted for.
You think Keepers have it bad? Try going Duskwight Elezen, every npc in the game thinks you're a lying, thieving murderer.

Keepers UNITE! We will establish a new home...and make it VIP only where you have to know someone to get in...and the entrance line for the club will stretch on for miles, thus adding to our inadvertent advertising campaign...and we will have all the best parties and music in all of Eorzea!

Wow... thats just nasty. Must be pretty ironic for an Elezen of that clan... when they finish the game and SAVE THEIR BUTTS from the collective fire.
Yeah, I almost went Duskwight, until discovering this. >.>
As an aside, I wish the small questhub with the two Duskwight by the Gelmorran ruins would have opened up into something bigger. All they want is to regain their dignity and the respect of others, darn it!

Am I the only one who hasn't noticed that NPC's treat you differently? Now I'll have to actually pay attention and see what changes.
