Like most people pointed out. The added enmity is linked to the skill itself and not something that is added when you combo it.
However, using Rage of Halone on its own is wasted tp.

Enmity/hate is increased through 2 methods for pld tanks. Damage and added enmity effect. Which simply boils down to.

    High damage = high enmity

Basically, never use RoH on its own. It does lower damage, much lower enmity and you lose the -str debuff on mobs.

Whoa - let's pump those breaks. RoH uses 60 TP, and generates 500 enmity (if 1 potency = 1 dmg, for argument's sake). Shield lob generates something like 480 enmity ( 120 potency x 4? ) for 120 TP. So you are getting 208.3 (repeating, of course) % as much enmity per TP than shield lob.

No matter how good you are, you will lose enmity on something at some point. If the mob is between 5-15 yalms away from you, you should use Provoke + Shield Lob, because the decreased enmity per TP is worth the range. If the mob is 5 or less yalms from you, use provoke + RoH, as you will have a slightly greater lead on enmity, without having to exert your TP pool as heavily, which leaves you able to shield lob something else later, stun, etc without having to worry if you have multiple mobs.

Granted, it is rare that you should use RoH un-combo'ed, but let's not say never!
