Help with crafting rotations

I have a weaver at level 40 with mostly HQ gears for my level as you can see it here:

However, I still can't 100% HQ the Linen Yarn which is a level 32 recipes from NQ flax. This is the rotation I'm using:
Inner Quiet = IQ
Great Strides = GS
Steady Hand = SH
Intermediate Touch = IT
Careful Synthesis = CS
Waste Not = WN
IQ -> GS -> SH -> WN -> 5xIT -> CS
This usually nets me about 60% HQ if none of the touches are on good condition but I want more reliable method to gain as close to 1900 quality as possible.
I have leveled every DoH to 15 but armorer and carpenter, will get carpenter today so I have cross-class skills available. I was thinking manipulation to be used at 20 durability but it costs 88 CP and would have to replace 3x IT with Hasty Touch to get that amount of CP. Does Rumination recover lots of CP? I've seen it recover somewhere between 8-9CP per stack.
