Unlocking Leves at Lvl 50

So from my understanding, if you are lvl 50 and you want to unlock the leves for a specific lvl in a specific city, you need to level another class to the specific lvl to unlock the level?

I have 3 50's but did not do the Quarrymill or Costa leves. Now I'm trying to unlock them to do mining leves and it won't let me initiate due to being 50? So basically I'm forced to level a 4th class to 50 just to unlock these leves or am I mistaking.

Is this working as intended? If so it's completely dumb.

If I recall correctly quarrymill is level 10 and Costa level 25 so you wouldn't have to level to 50 if this were the case. However, you should be able to initiate it with your level 50. You just get some sort of penalty if you were trying to gain exp.

Then it is a technical support issue because I cannot initiate leves at 50.
