    No i'm not out of leves, I'm currently capped. I think Kaelk got it though. I haven't done any leves aside from crafting (which you don't initiate) and wasn't aware there was a separate leve tab. This is probably it, although I'm not on to try it. The one in my journal only has a map option, no abandon or initiate. Thanks Kaelk.
