If you are in the red zone for the AoE when the cast goes off, you will take damage. If you move back into it right after the cast finishes but before the animation does you will not get hit. This applies to a lot of things in this game.

Is it bad design? Yeah I'd say so, but you can adjust to it but only when the servers/ISPs aren't having a throttle war/packet tossing contest.
I think this is pretty much common knowledge at this point. This is not at all what the OP is talking about. My guess is being that you are a WAR you have not experienced this lag at all, amiright?

The reason you do not experience this is because you are almost constantly using skills even when moving, which is common among melee classes and bards. When you use a skill your location is updated to the server immediately, you do not experience the same skill/server lag that other classes that have to move and then have a cast time. An easy way for you to test this is for you to call up your mount and right before the cast time is up go ahead and move forward, it will not interrupt the cast because the server does not get an update that you moved for 333ms plus whatever lag you have going to the server. Another way to test this is to go up to a mob and attack it, when it lays down its red circle move to the edge of it but still inside and move out right before the cast is done and you will get hit. You cannot use a skill just move. Even some melee classes and bards experience this if you have a high enough latency to the server.
