I've performed several tracerts to the montreal datacenter (though not to the specific world server)

If you used that popular IP starting with 184, you didn't hit a datacenter---you hit the old www.eidos.com website IP, that is still hosting some of the sites for their titles, as well as an SE site.

Just saying, if you want to get some data on what is going on with your game's connection, you need to be hitting the IP it is using.

38.122.42.34 is not cogent, whois says it is owned by Ormuco

Actually, it is owned and maintained by Cogent. They own that entire block of IP's, according to ARIN--and the WhoIs has they're fingerprints on it too. It looks more like Ormucos is leasing it than anything else. Doesn't automatically follow that they maintain it if they are leasing.
