ERROR (11000)

Well, not to do, I am to be paid days and I still get the Error 11000.
Me only way to pay is through UltimatePay using Ultimate Game Card, but when trying to access the payment form I get the above error 11000.

I read somewhere that this error is because I registered my account Chilean SE to an address, which is where I live. Now, no solution for this damn mistake? since I can not change the nationality of the account.
If anyone knows how to fix it, because so far I have not answer technical support SE.

I would make it easier to be able to pay through PSN...
