Steps: Was walking around doing the Relic Reborn quest. Unlocked the part where I have to fight Dhorme Chimera so I walked out to where it was in Coerthas to see where it was. I walked near it to trigger the popup window for starting the fight but declined several times. Then I walked over to the aetherite crystal to unlock the Garuda Hard Mode battle, then used teleport to go to Mor Dhona. Upon arriving I opened the duty finder window and I randomly had an 8 minute penalty active.
