Well the idea that WAR is all reactive is kind of not accurate in the first place. Our only really "reactive" mitigation is Inner Beast
Featherfoot = Proactive
Foresight = Proactive
Convalescence = Proactive
Thrill of Battle = Proactive (but can be used as reactive)
