grr... they've revamped things again. I found a link for downloading the end-user runtimes though. It says June 2010 in the description, but it was updated in April 2011. It's about a 95MB download. Might install the file(s) you need:

Thank you so much for replying! We managed to figure it out. In the end there turned out to be something wrong with his d3dx9_43.dll file. The directX install was trying to create a new one but couldn't because it already existed hence the continuous install prompt. In the end it was solved by simply deleting the file and allowing the install to create a new .dll file. Installed and now the game works perfectly
