Well Ghostcrawler thought that Taste For Blood (Stacks up to 5, each stack increases the damage of Heroic Strike by 100%) was balanced, but hey we all know how that one turned out when Tosan got one shot in less than 20 seconds and started crying about it on youtube
Devs can be wrong.
But hey, you know what I have never seen? A well progressed WAR bragging about how great it is, and how the class is fine and people should stop whining and L2P.
And even if there were, they certainly didn't bother imparting the secret to their meticulous execution of their perfected technique that we all managed to miss somehow, either. There would definitely, without a shadow of doubt, be significantly fewer of them than all of the Paladins that don't even play Warriors making the same claim.
I hope that someday PLD players find themselves in the same boat so we can all just tell you that you haven't done enough research, that you're bad, and you should learn how to play instead of whining.
It's like, I see this guy in this other thread, he's just like "oh yeah so many WARs are so bad at this game, they are fine. What's really broken is SMNs doing 300 DPS." That is pretty much everything I assume and take from a post containing the aforementioned likeness.

Only one thing to do. Add enmity effect to steel cyclon and the warrior will overpower pld.
