There is probably something in your nvidia control panel that will allow you to do this. Idk.. ive been using an AMD for the last 3 years. If there isnt there are lots of 3rd party tools to do this with. Check in your nvidia control settings first. Then if they don't have something built in just google "nvidia overclocking tool".

i have afterburner, what do i move. the slider that says memory clock or core clock?
You told us that you monitor the temp of your GPU... but what about your CPU? and what is the temperature?
I'm leaning more towards a faulty PSU, though.

I don't see the point in downclocking his GPU though. 600w is plenty for his system.
